Senator Bernie Moreno (R-Ohio) has unveiled a new bill aimed at requiring Americans to hold exclusive allegiance to the United States, a move designed to strengthen national loyalty and crack down on dual citizenship.
The “Exclusive Citizenship Act of 2025” would prohibit U.S. citizens from simultaneously holding foreign citizenship, and anyone who voluntarily acquires citizenship abroad would be required to surrender their U.S. citizenship after the law takes effect.
Under the proposed legislation, individuals with dual citizenship would have one year to submit a formal renunciation of either their foreign citizenship to the Secretary of State or their U.S. citizenship to the Secretary of Homeland Security.
“To preserve the integrity of national citizenship, allegiance to the United States must be undivided,” the bill reads.
Failure to comply would result in the individual being considered to have voluntarily relinquished their U.S. citizenship under section 349(a) of the Immigration and Nationality Act.
The Secretary of State would be responsible for developing procedures for declaration, verification, and recordkeeping regarding exclusive citizenship, and would coordinate with the Attorney General and Secretary of Homeland Security.
Those who give up U.S. citizenship, whether voluntarily or involuntarily, would be registered in federal systems and treated as aliens for immigration purposes.
Currently, Americans can hold dual citizenship without choosing between allegiances. If enacted, the bill would go into effect 180 days after passage.
“One of the greatest honors of my life was when I became an American citizen at 18, the first opportunity I could do so,” Moreno stated.
“It was an honor to pledge an Oath of Allegiance to the United States of America and ONLY to the United States of America!”
“Being an American citizen is an honor and a privilege — and if you want to be an American, it’s all or nothing. It’s time to end dual citizenship for good,” he added.

Moreno, who was born in Colombia and later renounced his Colombian citizenship, has positioned the legislation as a measure to ensure true loyalty to the United States.
Legal challenges may arise, as the Supreme Court has long upheld dual citizenship as a constitutional right. Landmark cases including Talbot v. Jansen (1795) and Afroyim v. Rusk (1967) determined that U.S. citizens who acquire foreign citizenship do not automatically forfeit their American status and that citizenship cannot be taken without voluntary renunciation.
The issue of foreign nationals entering the United States has been thrust into the spotlight following a deadly incident involving Afghan immigrant Rahmanullah Lakanwal.
Authorities reported that Lakanwal allegedly attacked two National Guard members in Washington, D.C., on Wednesday.
U.S. Army Spc. Sarah Beckstrom, 20, succumbed to her injuries, while U.S. Air Force Staff Sgt. Andrew Wolfe, 24, remains in serious condition.
Lakanwal entered the country legally in 2021 under the Biden administration’s Operation Allies Welcome, which resettled Afghan refugees after the Taliban seized power.
Homeland Security Secretary Kristi Noem, after a meeting with President Donald Trump, called for an immediate travel ban on every country she claims has been sending dangerous immigrants into the United States.

Noem criticized the strain on public safety and federal resources, declaring, “Our forefathers built this nation on blood, sweat, and the unyielding love of freedom—not for foreign invaders to slaughter our heroes, suck dry our hard-earned tax dollars, or snatch the benefits owed to AMERICANS. WE DON’T WANT THEM. NOT ONE.”
Noem faulted the Biden administration for inadequate screening, asserting that Lakanwal was not properly vetted before entering the United States.
She reiterated on NBC’s Meet the Press that “vetting is happening when they come into the country, and that was completely abandoned under Joe Biden’s administration.”
President Trump also acted to tighten immigration controls, pausing asylum claims from 19 countries, a measure announced in Thanksgiving posts on Truth Social.
The affected countries include Afghanistan, Myanmar, Chad, Republic of the Congo, Equatorial Guinea, Eritrea, Haiti, Iran, Libya, Somalia, Sudan, Yemen, Burundi, Cuba, Laos, Sierra Leone, Togo, Turkmenistan, and Venezuela.
USCIS Director Joseph Edlow confirmed that his agency is reexamining green cards for individuals from these 19 nations, following directives from the president.
