A trio of Democratic governors will freeze or roll back taxpayer-funded health insurance for undocumented immigrants.
Although each governor cites budget shortfalls as justification, critics argue the real motive is political positioning ahead of the 2028 presidential cycle.
California Freezes Medi-Cal Expansion
California Gov. Gavin Newsom shifted course, announcing that Medi‑Cal enrollment for undocumented adults would freeze next year.
New applicants over age 19 would be barred, although current participants in limited plans remain unaffected.
Additionally, Newsom proposed a new $100 monthly premium commencing in 2027 for adult undocumented enrollees.
Minnesota Ends Coverage for Adult Immigrants
Minnesota’s Legislature approved a bipartisan bill ending state-funded coverage for undocumented adults under MinnesotaCare.
The legislation, backed by both Republicans and Democrats, now awaits Gov. Tim Walz’s signature. Under its terms, undocumented adults will lose adult coverage, though children remain eligible.
Walz, who championed universal care during the 2023 session, was candid on the inevitability of the compromise.
“No one got everything they wanted,” he said after the agreement. “There were very difficult conversations… but at the end of the day, we were able to come to this agreement.”
Illinois to End Immigrant Health Program by July
In Illinois, Gov. JB Pritzker announced the planned abolition of the Health Benefits for Immigrant Adults program, which covers over 30,000 undocumented residents.
The program, enacted in 2021, exceeded projected costs and was removed from the recent state budget, which passed last month.

The three governors’ moves come despite strong backlash from progressive groups and immigration advocates.
Critics warn these rollbacks threaten core Democratic commitments to immigrant health and risk alienating key constituencies ahead of 2028.
Tanya Broder of the National Immigration Law Center voiced concern, stating, “Terminating state coverage for immigrants will compromise our collective health…and the health care infrastructure that serves all of us.”
Democratic strategist Jeff Blodgett cautioned that the actions reflect both federal pressure and looming federal policy changes.
“The Trump administration is squeezing the hell out of states,” he said. “There’s just a lot of concern… given what the federal government is doing to states.”
In Washington, President Trump has supported similar rollbacks. His proposed domestic policy bill includes penalties for states that extend Medicaid to undocumented immigrants, while an executive order seeks to limit such aid access.
The three governors argue they’re maintaining fiscally responsible states in response to federal unpredictability.
Some political analysts interpret these rollbacks as cautious pivots toward the center by governors eyeing 2028 bids.
Jennifer Driver of the State Innovation Exchange suggested the moves may feed a perception that Democrats are distancing themselves from progressive values: “It really feeds into the conservative narrative that undocumented immigrants are a drain on our communities.”
Sure there’s a financial aspect to the decision to cut benefits to non-citizens. But the prime mover is politics.
They know they are wrong and it only adds to the perception that the Dems have lost their minds.
